Texas Outpatient Public Use Data File (PUDF)

In accordance with Health and Safety Code, Section 108.012(b),"the council (department) may charge a person requesting public use or provider quality data a fee for the data.  The fees may reflect the quantity of information provided and the expense incurred by the council in collecting and providing the data and shall be set at a level that will raise revenue sufficient for the operation of the council (department's program).  The council (department) may not charge a fee for providing public use data to another Texas state agency.

The Texas Outpatient Public Use Data File (PUDF) contains data on outpatient surgical and radiological procedures from Texas hospitals and ambulatory surgery centers.  The PUDF has been released through fourth quarter 2023.  The first quarter 2024 is tentatively scheduled to be released December 2024.

Purchasing the PUDF requires a completed Order Form, which includes a Data Use Agreement. 

Information on the data fields is included in the Data Dictionary, 2014 and information on the facilities reporting data is included in the Reporting Status, 2014 available below.  The Data Dictionary for the fourth quarter 2015 is only for this quarter, the Data Dictionary, 4Q2015.  The Data Dictionary for the first through third quarter 2015 data is in Data Dictionary, 2015.

The data files for data released include 129 data fields in a base data file, 83 data fields in a classifications data file, 19 data fields in a detailed charges file, and 29 data fields in a facility type code file.

Purchasing the Outpatient PUDF requires a completed Order Form, which includes a Data Use Agreement.

The 2023 PUDF contains data on outpatient surgical and radiological procedures and includes: 

  • First quarter, 1,394 facilities
  • Base data: 5,258,553 records 
  • Charges data: 38,772,151 records
  • Second quarter, 1,398 facilities
  • Base data: 5,489,792 records 
  • Charges data: 40,117,200 records
     
  • Third quarter, 1,393 facilities
  • Base data: 5,556,050 records

The 2022 PUDF contains data on outpatient surgical and radiological procedures and includes: 

  • First quarter, 1,374 facilities

  • Charges data: 35,798,282 records

The Public Use Data File (PUDF) for 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014. 2015, 2016 and 2017, in fixed-length and tab-delimited format, are available for free download.  Submit an order form.

Technical Update

An update has been released for the third quarter 2019.  THCIC identified eighty (80) duplicates Outpatient data records that are in the 3rd quarter Outpatient 2019 data. Furthermore, there were seventy-nine (79) missing records from the 3rd quarter Outpatient 2019 data. Therefore, THCIC reran the 3rd quarter Outpatient 2019 data to remove the duplicates and add the seventy-nine (79) missing records to create a new 3rd quarter Outpatient 2019 data. THCIC will send you (fixed-length and tab-delimited files):

  • A new 3rd quarter Outpatient 2019 data named “OP_PUDF_base3q2019.txt” and a classification file named “OP_Classification3q2019.txt”;
  • A dataset containing only the eighty (80) duplicate records (all data fields from the Base file) removed from the 3rd quarter Outpatient 2019 data named “OP_PUDF_base3q2019_dups.txt” and a classification file for the eighty (80) duplicates records named “OP_Classification3q2019_dups.txt”;
  • A dataset containing only the seventy-nine (79) missing records (all data fields from the Base file) added to the new 3rd quarter Outpatient 2019 data named “OP_PUDF_base3q2019_missings.txt” and a classification file for the seventy-nine (79) missing records named “OP_Classification3q2019_missings.txt”.

THCIC found that thirty (30) of the eighty (80) duplicates Outpatient data records in the 3rd quarter Outpatient 2019 data are ED Outpatient data. THCIC also found that sixty-one (61) of those seventy-nine (79) missing records from the 3rd quarter Outpatient 2019 data are ED Outpatient data. Therefore, THCIC reran the 3rd quarter ED Outpatient 2019 data to remove the duplicates and add the sixty-one (61) missing records to create a new 3rd quarter ED Outpatient 2019 data. THCIC will send you (fixed-length and tab-delimited files):

  • A new 3rd quarter ED Outpatient 2019 data named “ED-OP_base3q2019.txt” and a classification file named “ED-OP_classification_3q2019.txt”;
  • A dataset containing only the thirty (30) duplicate records (all data fields from the Base file) removed from the 3rd quarter ED Outpatient 2019 data named “ed_op_3q2019_dups.txt” and a classification file for the thirty (30) duplicate records named “ed-op_classification_dups_3q2019.txt”;
  • A dataset containing only the sixty-one (61) missing records (all data fields from the Base file) added to the new 3rd quarter ED Outpatient 2019 data named “ed_op_3q2019_miss.txt” and a classification file for the sixty-one (61) missing records named “ed_op_classification_miss_3q2019.txt”.

The eighty (80) duplicates Records ID removed from the 3rd quarter Outpatient 2019 data are listed in Table1 of the excel file named “THCIC PUDF 3Q2019 Duplicate Record IDs Addenda”.

  • Third quarter, 2019 - OP Update Excel (5.66 MB)

An update has been released for the first quarter 2019 “OP Facility_type1q2019.txt” and “OP Facility_type1q2019_tab.txt” files. A number of facilities that submitted data were not included in those files.  The update contains the correct reporting of the facilities and facility type information for the 1Q2019 Outpatient Facility Type files. All other data files were correctly reported and in the appropriate data files. Released February 10, 2020

An update has been released for the first quarter 2017 Inpatient /Outpatient data dictionary. The previous released version in the 1Q2017 CD/DVD discs (Last Updated: December 2017) has been found that the coding scheme for the data element PAT_STATUS was misaligned. The updated data dictionary contains the correct code scheme for PAT_STATUS.

An update has been released for the third quarter 2016 Outpatient Status Reports. The facilities listed in the update were assigned an erroneous status. The update contains the correct reporting status for each facility.

An update is available for the second quarter 2016 Outpatient Public Use Data File (PUDF) Facility Type File and Outpatient Reporting Status, 2Q2016 file. The updates are included in the zipped file. The changes are to the following files: 1) Facility Type Files (both fixed and tab delimited files) – The certification status codes for nine facilities were corrected and changed “1” (Certified, without comment) instead of “6” (Hospital out of compliance, did not certify data); 2) Outpatient Reporting Status file - The nine facilities should be indicated as “x”. Use these files to update and correct your copy of the PUDF files. For more information, contact THCIC Staff.

An update has been released for “ Data Dictionary 2011”. On page 3, the third quarter 2011 outpatient charges file has 16,635,500 records instead of 16,635,400 records.

An update has been released for the third quarter 2010 outpatient charges file. The record identified in the update does not include a charge and should be deleted from your copy of the Quarter 3 2010 Outpatient Public Use Data File (PUDF).

An update has been released for the first quarter 2010 outpatient charges file. The records identified in the update are all duplicates and should be deleted from your copy of the Quarter 1 2010 Outpatient Public Use Data File (PUDF).
