THMP – Texas THMP State Pharmacy Assistance Program (SPAP)

The THMP Program is proud to offer the Texas THMP State Pharmacy Assistance Program (SPAP), which began operating on January 1, 2008. The Texas SPAP was developed to help HIV-positive individuals with their out-of-pocket costs associated with Medicare Part D prescription drug plans, including co-payments, deductibles, coinsurance, and premiums during the coverage gap (the “donut hole”).

Currently, the THMP SPAP program will assist with paying THMP SPAP enrollees Medicare part D premiums plans as long as their medications are included in the plan. Contact the program for assistance.  (Texas Medicaid is the only  program that is able to assist the part B premium that is automatically taken out of Social Security every month through their Medicare Savings Program; you may apply for this program at yourtexasbenefits.com).

Current THMP recipients with Medicare are transitioned into the THMP SPAP after an enrollment process is completed. The process includes applying for the Low-Income Subsidy (Extra Help) through the Social Security Administration and choosing a Medicare Part D prescription drug plan for those not enrolled in a plan. Once eligible individuals are enrolled in the SPAP, they no longer receive medications from the THMP. Enrollees use a SPAP networked retail pharmacy to fill all their medications provided by their Medicare Part D prescription drug plan, including medications to treat HIV as well as medications to help with side effects and other conditions related to HIV.

Ramsell Corporation, a pharmacy benefit manager, manages the THMP SPAP through a contract with the Texas Department of State Health Services. Ramsell's contract responsibilities include managing the pharmacy network and administering the payments made to the Medicare Plans on behalf of the THMP SPAP.
